Whisk in flour until bubbly this is creating the roux which acts as a thickening agent once the milk is added. Add chili powder and oregano and cook 30 seconds. Stir in flour and cook stirring for 2 minutes.
Add 1 can evaporated milk and bring to a simmer. In a bowl toss together the shredded cheese corn starch chili powder ground cumin garlic powder onion powder and salt. Melt butter over medium heat in a large saucepan or small pot.
Make sure everything is combined well. Add evaporated milk and cheese. Add tomato including juices and cook for 2 minutes until tomato is slightly softened.
